Instructions
Make the chicken: Whisk together the salt, baking powder, lemon pepper, garlic powder, and onion powder in a small bowl. Add the wings, and toss until evenly coated. Transfer the wings to a wire rack, and refrigerate, uncovered, for at least 12 hours or up to 24 hours, until the wings look dry on the surface.
Preheat the oven to 425°F (220°C). Place a wire rack on a baking sheet. Coat the rack with cooking spray.
Arrange the wings in a single layer on the prepared wire rack. Roast until the wings turn golden brown and crispy, and the internal temperature registers 165°F, 35–40 minutes, flipping halfway through.
Make the garlic-Parmesan sauce: Melt the butter in a small saucepan over medium heat. Add the garlic, and cook, stirring often, until the garlic is fragrant and softened, 2–3 minutes. Remove from heat, and transfer to a large bowl. Whisk in the Parmesan, mayonnaise, water, lemon pepper, lemon juice, and salt until smooth and glossy.
Add the wings to the bowl with the sauce, and toss until the wings are evenly coated.
Transfer to a serving platter, and garnish with chives.
